Bryan Berkett, REC Chair
Jerold B. (Jerry) Neuman is a partner at DLA Piper, where he represents individuals and companies looking to obtain local government licenses, permits, rights, or contracts. Respected for obtaining governmental approvals and public participation when needed for many of the largest development projects in the State of California as well as securing government rights and contracts for large and small companies, Jerry has extensive experience in complex regulatory and legislative issues.
Jerry is and has been the lead negotiator and project coordinator for many of Southern California’s most important real estate, green energy, infrastructure, and governmental procurement projects. His experience includes obtaining environmental clearances and coordinating teams of professionals including architects, engineers, environmental scientists, community relations and communication consultants, and media relations professionals. Jerry also works regularly with elected officials, organized labor, and community and business leaders in connection with many of these projects and issues.
Throughout his career, Jerry has also established a reputation for his exemplary civic and community engagement. Spurred by his son’s interest in helping the homeless, Jerry helped launch the Business Leaders Task Force on Homelessness in 2009. This venture between the United Way and the Los Angeles Chamber of Commerce engaged the local business community in the fight against homelessness. A year later, he was named co-chair of the United Way’s Home for Good program, an initiative seeking to end veteran and chronic homelessness in Los Angeles County. Home for Good’s housing-first model has put a roof over tens of thousands of people across the Southland. Jerry has been central to this work, dedicating hundreds of volunteer hours to supporting this model of defeating chronic homelessness. He was a crucial advocate for the passage of Measure H and Proposition HHH. Voters overwhelmingly supported passing each, which will raise millions in funds to support the homeless and build thousands of permanent supportive housing units in L.A. County.
Jerry is also a founding director of Mission Valley Bank and is on the executive boards of many of the most important commercial and charitable organizations in Los Angeles.
Jeffrey E. Jaeger is the co-founder and principal of Standard Companies, a full-service investment and asset management firm founded in 2008 that has completed more than $2 billion in transactions through its Standard Communities, Standard Capital, Exponent Energy and Global Guaranty Insurance Divisions. Mr. Jaeger manages all aspects of investments, asset management, construction, financial structuring, and corporate strategy for Standard Communities, the affordable housing division of Standard Companies. Over the last 20 years, he has played an integral role in the acquisition, management, disposition, and financing of real estate and energy transactions with capitalization in excess of $5 billion.
Mr. Jaeger is a co-founder and current board member of Housing on Merit, a California-based nonprofit focused on providing housing to homeless female veterans. He is also a current board member of Inner-City Arts, one of the nation’s most effective arts education providers located in the heart of L.A.’s Skid Row.
He holds a Bachelor of Arts degree from the University of California, Berkeley.
Dave Rand is a land use attorney and partner at the law firm of Armbruster Goldsmith & Delvac in Los Angeles where he specializes in entitlements with a particular focus on multi-family housing and California Environmental Quality Act (CEQA) compliance. Dave is a recognized expert on land use regulatory issues related to market rate and affordable housing production and was recently appointed by Governor Newsom to serve on the California Housing Partnership Corporation (CHPC) Board of Directors. Dave also serves on the City of Los Angeles Housing Element task force.
Dave has also been active in the Jewish community and with local business advocacy organizations. He was a regional political director at the American Israel Public Affairs Committee from 2008 to 2012 and is a former chair of the Jewish Public Affairs Committee Board of Directors. He is the incoming chair of the Santa Monica Chamber of Commerce Board of Directors and a former member of the Valley Industry Commerce Association Board of Directors.
Rachel Rosner is a partner in the Los Angeles Office of Bocarsly Emden Cowan Esmail & Arndt LLP. Her practice focuses on real estate finance with an emphasis on tax-advantaged structures and urban infill development. Rachel represents developers, equity investors, and tax credit syndicators in connection with the acquisition, financing, syndication, and development of affordable housing and community development projects across the United States. She has extensive experience working on developments financed with Federal Low Income Housing Tax Credits, Tax Exempt Private Activity Bonds, Opportunity Zone benefits, local tax increment funds, and other similar sources.
Rachel serves as the president of the Board of Directors of the Southern California Association of Nonprofit Housing, and she is a member of the Advisory Council for the Real Estate and Construction Division of The Jewish Federation of Greater Los Angeles. She has been recognized for helping to establish an affordable housing law clinic and serves as guest lecturer at UCLA Law School and the UCLA Levine Program in Housing and Social Responsibility.
Rachel earned her Juris Doctor from Washington University in St. Louis, where she served as senior editor of the Washington University Law Review, and her Bachelor of Arts degree from the honors program at the University of Maryland. Rachel lives in Encino with her husband Jesse Gabriel — a member of the California State Assembly — and their sons Ethan and Joshua.
